In this paper, a novel efficient algorithm is presented for locating and tracking object parts in low resolution videos using Lowe's SIFT keypoints with a nearest neighbor object detection approach. Our interest lies in using this information as one step in the process of automatically programming service, household, or personal robots to perform the skills that are being taught in easily obtainable instructional videos. In the reported experiments, the system looked for 14 parts of inanimate and animate objects in 40 (...) natural outdoor scenes. The scenes were frames from a low-resolution instructional video on cleaning golf clubs containing 2,405 frames of 180 by 240 pixels. The system was trained using 39 frames that were half-way between the test frames. Despite the low resolution quality of the instructional video and occluded training samples, the system achieved a recall of 49% with a precision of 71% and an F1 of 0.58, which is better than that achieved by less demanding applications. In order to verify that the reported results were not dependent on the specific video, the proposed technique was applied to another video and the results are reported. (shrink)

This article follows a perplexing juncture in Chimamaanda Ngozi Adichie's 2013 novel Americanah: Ifemelu's choice to return back to Nigeria. Following the themes of “home,” “travel,” and “Africanness,” this article explores the link between the migration away from and to Africa and the apparent racelessness Ifemelu experiences as she crosses the fragmented racial zones between Nigeria and America. It challenges the claim that returning to Africa is counterintuitive and only a departure from the Continent is desirable, thus, analyzing the logic (...) of travel concomitant with contemporary phenomenologies of Africanness. This analysis seeks to distinguish Afropolitanism from “Americanah” and to offer Americanah's emphasis on reverse migration as a counterweight to Afropolitanism's emphasis on extra-continental travel. Ifemelu's return opens up two questions in the context of this analysis: What does the logic of travel offer to Ifemelu's racial identity as she comes to understand herself in two geospatial temporalities? and What does the language of “home” as contrasted to the discomfort of travel, contributes to her ontological understandings of herself as African? Prior to the year 2001, the phenomenon of Internet criminal fraud was not globally associated with Nigeria. Since then, however, the country had acquired a world-wide notoriety in criminal activities, especially financial scams, facilitated through the use of the Internet. This is not to say that computer-related crimes were alien to the country. It is, however, remarkable that the perpetration of cyber crimes involving Nigerians and traceable to Nigeria became so rampant that questions might be legitimately raised as to why (...) the problem became so pronounced from around that year. It is further remarkable that the attempt to launch Nigeria into the digital age coincided with the unprecedented rise in computer-related financial crimes in the country. In this paper, it is argued that the problem arose as a direct consequence of the lapses in the 2001 National Policy for Information Technology (NPFIT). The argument is based on an analysis of the various provisions of the Policy, with specific focus on the lack of proactive security provisions in it and in its subsequent implementation, in the wider context of global experiences of, and efforts to deal with, cyber security breaches as at the time of the formulation and implementation of the NPFIT. The Institute on Religion in the Age of Science (IRAS) asked Ted Peters, an eminent theologian and bioethicist who was at the forefront of the cloning and stem cell debates in the past few decades, and myself, a molecular biologist, to invite scholars from various fields to brainstorm the religious and ethical implications of the CRISPR revolution. We invited keynote speakers, whose talks will be covered here, as well as other speakers and poster presentations. The conference also hosted question and (...) answer sessions, chaplain sessions, and discussions throughout the week at the beautiful Star Island in the summer of 2019. The purpose of this paper is to highlight and sample the discussions and presentations from that conference. I will organize them into three broad topics: CRISPR in science, ethics, and religion. For readers unfamiliar with CRISPR technology, this overview can also serve as an introduction to the field, and a stepping stone for future ideas for CRISPR discussions. (shrink)

Clustered Regularly Interspaced Short Palindromic Repeats (CRISPR) has been the buzzword for genome editing in the past few years, especially with the birth of Lulu and Nana, twin girls who were genetically edited using the CRISPR/Cas system. To discuss this, a group of scientists, theologians, and ethicists gathered at the 2019 Institute on Religion in the Age of Science (IRAS) conference to discuss the implications of CRISPR gene editing. It became quickly apparent through our discussions that this CRISPR revolution will (...) impact not only human medicine, but any application that involves DNA in every organism from bacteria to plants and animals. Moreover, there are multiple stakeholders in this technology—not only the scientific community, but also the business, legal, and religious communities, to name a few. As a scientist myself, I am providing a brief overview of the scientific hopes and concerns about this powerful technology. (shrink)

To assist in the evaluation process when determining architectures for new robots and intelligent systems equipped with artificial emotions, it is beneficial to understand the systems that have been built previously. Other surveys have classified these systems on the basis of their technological features. In this survey paper, we present a classification system based on a model similar to that used in psychology and philosophy for theories of emotion. This makes possible a connection to thousands of years of discourse on (...) the topic of emotion. Five theories of emotion are described based on an emotion theory model proposed by Power and Dalgleish. The paper provides classifications using a model of 10 new questions, for 14 major research projects that describe implementations or designs for systems that use artificial emotions for either robotics or general artificial intelligence. We also analyze the trends in the usage of various theories and complexity changes over time. (shrink)

Human skin detection is an essential phase in face detection and face recognition when using color images. Skin detection is very challenging because of the differences in illumination, differences in photos taken using an assortment of cameras with their own characteristics, range of skin colors due to different ethnicities, and other variations. Numerous methods have been used for human skin color detection, including the Gaussian model, rule-based methods, and artificial neural networks. In this article, we introduce a novel technique of (...) using the neural network to enhance the capabilities of skin detection. Several different entities were used as inputs of a neural network, and the pros and cons of different color spaces are discussed. Also, a vector was used as the input to the neural network that contains information from three different color spaces. The comparison of the proposed technique with existing methods in this domain illustrates the effectiveness and accuracy of the proposed approach. Tests were done on two databases, and the results show that the neural network has better precision and accuracy rate, as well as comparable recall and specificity, compared with other methods. In a distributed multi-agent system, an idle agent may be available to assist other agents in the system. An agent architecture called intent recognition is proposed in this article to accomplish this with minimal communication. To assist other agents in the system, an agent performing recognition observes the tasks other agents are performing. Unlike the much-studied field of plan recognition, the overall intent of an agent is recognized instead of a specific plan. The observing agent may use capabilities that it (...) has not observed. In this study, the key research question is: What are intent-recognition systems and how can these be used to have agents autonomously assist each other effectively and efficiently? A conceptual framework is proposed to address this question. An implementation of the conceptual framework is tested and evaluated. A set of metrics, including task time and number of communications, is used to compare the performance of plan recognition and intent recognition. This research shows that under certain conditions, an intent-recognition system is more efficient than a plan recognition system. (shrink)

We are left in no doubt as to what is to count as knowing. Secondly I want to unravel in some detail the case that Socrates puts on Protagoras’ behalf where he draws on what Protagoras actually wrote (...) (151 E-152C); as opposed to what he may have taught secretly to his pupils (152C-160D). Thirdly I wish to argue that if we let the dialogue speak for itself, it is manifest that this case put up on Protagoras’ behalf at 151 E-152C is not overthrown; it is not even shaken. (shrink)

Preoperative informed consent is a legal and ethical requirement that ensures patients understand a procedure, its associated risks and benefits, alternative treatment options, and potential complications to make an informed decision about their care. This cross‐sectional study evaluated the informed consent process for major orthopaedic surgeries at a tertiary hospital in Nigeria. A self‐administered questionnaire was used to collect data from 120 adult participants. Results showed that many patients do not read the consent form before signing it, and surgeons do (...) not adequately explain the alternatives to surgery, potential risks, and available anaesthetic options. Higher‐educated patients are more likely to read the consent form. Surgeons performed well in explaining the nature of the condition and prognosis, the procedure's potential benefits, and answering patients' questions. The study emphasises the need to improve the informed consent process to ensure patients understand and can make rational decisions about their healthcare. (shrink)

This article presents the design and development of a genetic algorithm to generate long-range transmit codes with low autocorrelation side lobes for radar to minimize target profile estimation error. The GA described in this work has a parallel processing design and has been used to generate codes with multiple constellations for various code lengths with low estimated error of a radar target profile.

Because anticipated and retrospective regret play important roles in practical deliberation and motivation, better understanding them can illuminate the contours of human agency. However, the possibility of self-ignorance and the fact that we change over time can make regret—especially anticipatory regret—not only a poor predictor of where the agent will be in the future but also an unreliable indicator of where the agent stands. Granting these, this paper examines the way in which prospective and, particularly, retrospective regret can nevertheless yield (...) important insight into the sorts of creatures we are, both generally and individually. The experience of retrospective regret can show a person she values something in a way she did not know or that she is (or was) a different person than she had thought, insights which can factor into forward-looking, or prospective, deliberation. Such instances of revelatory regret reveal something to the agent about herself as agent. I examine two cases of agential self-ignorance. In the first, the experience of regret reveals what the agent values, not only to others but even to the agent himself. In the second, the agent anticipates experiencing regret for an action but does not experience the regret, suggesting that the agent did not value the rejected alternative in the way she thought. Anticipatory regret is forward-looking and can play an important role in practical deliberation. But insofar as anticipatory regret flows from one’s imperfect judgment and prospection about oneself, retrospective regret can be an important corrective in helping the agent understand her own standpoint. Amblyopia, or lazy eye, is a neurological vision disorder that studies have shown to affect two to five percent of the population. Current methods of treatment produce the best visual outcome, if the condition is identified early in the patient's life. Several early screening procedures are aimed at finding the condition while the patient is a child, including an automated vision screening system. This paper aims to use artificial intelligence techniques to automatically identify children who are at risk for developing (...) the amblyopic condition and should therefore be referred to a specialist, i.e., pediatric ophthalmologist. Three techniques, namely, decision tree learning, random forest, and artificial neural network, are studied in this paper in terms of their effectiveness, using metrics of sensitivity, specificity, and accuracy. The features used by the techniques are extracted from images of patient eyes and are based on the color information. The efficacy of pixel color data is investigated with respect to the measurement of the rate of change of the color in the iris and pupil, i.e., color slope features. A 10-fold stratified cross validation procedure is used to compare the effectiveness of the three AI techniques in this medical application domain. (shrink)

It is not quite as easy to see that there is in fact no formula of this modal language having the same truth conditions (in terms of S5 Kripke semantics) as (1). This was rst conjectured by Allen Hazen2 and later proved by Harold Hodes3. We present a simple direct proof of this result and discuss some consequences for the logical analysis of ordinary modal discourse.

In his newly updated version of The Anatomy of a Constitutional Law Case, Alan F. Westin provides a documentary portrait of historically important constitutional law case, 'Youngstown Sheet & Tube Co. v. Sawyer, ' from its rise in a bargaining dispute in the steel industry during 1952 to the aftermath of its decision by the United States Supreme Court. Westin has added to his classic book additional materials and personal commentaries collected since the work was first published. The new information (...) covers what went on within the Truman administration, what went on within the Supreme Court when analyzing and resolving issues that come before it. Westin includes selections from transcripts, briefs and other official proceedings, adds notes describing each phase of the constitutional process, and a section of commentary and questions relating this case to others. Since Mueller’s 1958 article calling Hegelian dialectics a “legend,” it has been fashionable to deny that Hegel used thesis-antithesis-synthesis dialectics. But in truth, Hegel’s Phenomenology of Spirit has 28 dialectics hidden on four outline levels, and The Philosophy of History has 10 more on three outline levels. In Phenomenology’s macrodialectic, Hegel’s nonsupernatural Spirit–all reality, everything in the universe, including man and artificial objects–advances from unconscious + union (thesis) to conscious + separation (antithesis) to a synthesis of conscious (from the antithesis) (...) + union (from the thesis). Previous interpretations of Phenomenology have missed this dialectic: they have assumed that Spirit’s journey begins with consciousness, whereas the journey actually begins in the primordial state of nature, before man arrives and provides Spirit with its Mind (the collective mind of man). Mind then misperceives itself as a multitude of separate alien “objects”–things other than itself. The macrodialectic and all other dialectics are based on Christianity’s Johannine separation-and-return mythology; all Hegelian dialectics separate from a concept in the thesis, going to that something’s opposite (antithesis), and then return to the thesis concept. Thus, in Hegel’s master-and-slave dialectic (God = master, man = slave), man advances from potential + freedom to actual + bondage (religiosity) to actual + freedom (atheism). Only Marx and Tillich understood Hegelian dialectics. Marx’s basic dialectic (one of four) saw history separating from and returning to Communism, going from communal ownership + poverty (primitive communism, or gens) to private ownership + wealth (slavery, feudalism, capitalism) to communal ownership + wealth (final communism). Tillich’s basic dialectic (one of many) separates from and returns to God, advancing from Yes to God + Yes to supernaturalism (theism) to No to God + No to supernaturalism (atheism) to Yes to God + No to supernaturalism (humanism: humanity is the nonsupernatural “God above the God of theism”).
